A little, yes. There are some differences, but each of his arms can carry out different tasks independently. But they don't have their own brains. Hierophant doesn't have a brain at all in the same sense as a living organism.

Certain living organisms don't have brains, either. Sponges, hydras, worms. So that doesn't make him strange or left out.
